Terms of Use
Partum EDUFIN · Version 2026.09 · Effective 1 September 2026
1. Operator
Partum EDUFIN is operated by Partum Solutions (Pty) Ltd (Registration 2021/405954/07), a South African company (“Partum”, “we”, “us”). These Terms of Use apply to the EDUFIN web portal, related email notices, and documents generated by the platform.
2. Eligibility and accounts
Access is limited to authorised users invited by Partum or by an organisation administrator. You must provide accurate identity and contact details, keep credentials confidential, and enable multi-factor authentication where the role requires it. You may not share a login. We may suspend accounts that are inactive, compromised, or used in breach of these terms.
3. Acceptable use
You may use EDUFIN only to administer legitimate bursary, SED, FUNDISA-style, or Skills Development funding in South Africa. You must not: attempt unauthorised access; probe or reverse engineer the service; upload malware or mislabelled files; submit false invoices, proofs of payment, or student records; scrape personal information; or use the platform to discriminate unlawfully. Uploads are scanned for type and, where available, malware.
4. Roles and authority
Partum administrators operate funding years, rounds, selection, payment, and close-out. Funders review agreements, pay invoices, and (for Skills Development) set student profile filters. Institutions maintain student databases, invoice selected balances, and upload evidence. An auditor role is read-only. Actions are written to an audit log with actor, time, and IP address.
5. Funding periods and rounds
The financial year for funding follows the funder’s own year-end month. The open period is the last day of that month that is still in the future when the organisation is created. Multiple funding rounds may run in one year. Each round has a funding type (SED, FUNDISA / similar, or Skills Development Bursaries) and a staged process. When Partum closes a round or a financial year period, records are locked for storage and audit. Locked records cannot be altered through the portal.
6. Documents and signatures
Agreements, invoices, proofs of payment, declarations, statements, reports, and evidence packs form the official record of a round. Electronic signature of Partum-issued agreements is binding for portal users authorised by their organisation. Generated Word and PDF documents are provided for execution and evidence; they do not replace advice from your own legal or tax advisers.
7. Content you upload
You warrant that you have the right to upload each file and that student documents are uploaded under a lawful POPIA basis. Partum stores files for the retention period configured on the platform and may purge identity copies and settlements when that period expires.
8. Availability and changes
We aim for a reliable service but do not warrant uninterrupted access. We may update these Terms of Use; material changes will be reflected by a new version number. Continued use after you are asked to re-accept constitutes acceptance of the new version.
9. Liability
EDUFIN is an administration platform. Partum is not a bank, credit provider, or higher education institution. To the extent permitted by the Consumer Protection Act 68 of 2008 and other applicable law, Partum is not liable for indirect or consequential loss, or for funding decisions of funders or academic decisions of institutions. Nothing in these terms excludes liability for fraud, gross negligence, or death or personal injury caused by negligence.
10. Contact
Questions about these Terms of Use: use the portal inbox for operational issues, or write to the contact address published on Partum’s website. Governing law is the law of the Republic of South Africa. Courts of South Africa have jurisdiction.
